The Uganda Revenue Authority (URA), a semi-autonomous government agency under the Ministry of Finance, Planning and Economic Development, is currently recruiting 150 Officer Domestic Taxes. These positions are critical in helping the URA achieve its mandate of assessing, collecting, and accounting for government tax and non-tax revenue.

Job Summary:

The Officer Domestic Taxes will be responsible for offering tax administration services aimed at improving voluntary taxpayer compliance.

Key Duties and Responsibilities:

  • Client Service & Compliance:
    • Provide satisfactory client service to enhance voluntary compliance.
    • Onboard and monitor taxpayers across the compliance cycle.
    • Validate taxpayer declarations and ensure on-time filing and payments.
  • Tax Inspections & Audits:
    • Conduct tax field inspections and enforcement activities.
    • Verify taxpayer refund claims.
    • Conduct compliance audits to ensure adherence to tax laws.
  • Compliance Improvement:
    • Promote voluntary tax compliance and engage with stakeholders.
    • Prepare periodical reports as required by departmental guidelines.
    • Support system improvements and enhance business processes.
  • Policy & Risk Management:
    • Review and generate policy proposals to enhance compliance.
    • Monitor economic activities to foster voluntary compliance in registration, declarations, and payments.
    • Analyze industrial trends, identify risks, and design mitigation strategies.
  • Technology Implementation:
    • Implement and monitor the Digital Tracking Solution (DTS) and the Electronic Fiscal Receipting and Invoicing Solution (EFRIS) to ensure taxpayer compliance.

Qualifications, Skills, and Experience:

  • Education:
    • An honors Bachelor’s degree or its equivalent in Economics, Education, Geology, Biochemistry, Business Analysis, Business Computing, Information Technology, Law, Finance, Mathematics, Statistics, Commerce, Engineering, Science, or any business-related course from a recognized academic institution.
  • Experience:
    • At least three (03) years of working experience in tax advisory, banking, digital economy, insurance, extractive industries, manufacturing, accounting, financial services, business analysis, or big data analytics.
  • Integrity: An impeccable record of integrity is required.

Desirable Qualifications:

  • Professional Qualifications: In Tax Accounting, Law, Information Technology, or Systems Audit.
  • Training: In Customer Care, Data Analysis, Audit, Fraud Examination, Business Analysis, or Project Management.
  • Language Skills: Proficiency in Chinese, French, Swahili, or Hindi is an added advantage.

  • Communication & Customer Care: Excellent communication and customer care skills.
  • Teamwork: Ability to work well in teams.
  • Reporting & Teaching: Good reporting skills and the ability to educate diverse client groups.
  • Technical Skills: Strong computer, research, and investigative skills.
  • Analytical Skills: Wide range of analytical skills with attention to detail.
  • Interpersonal Skills: Excellent interpersonal relationship skills.
