Award-winning investigative journalist Solomon Serwanjja has officially taken on a new role at the grassroots level after being sworn in as the elected Chairperson of Bamutakudde Village in Mukono District.
Serwanjja, the 2019 BBC Komla Dumor Award winner and Executive Director of the African Investigative Journalism Network, took the oath of office on Tuesday, October 7, 2026, pledging to uphold Uganda’s Constitution and serve the residents of Bamutakudde without fear or favour.
He was sworn in at Kyampisi Subcounty headquarters before being escorted back to the village by a large group of residents who welcomed him with songs, celebrations and excitement.
Serwanjja described the reception as a strong demonstration of the community’s trust and hope for his five-year term.
The new village chairman also unveiled the Bamutakudde Model Village Strategic Plan 2026–2031, a five-year roadmap aimed at transforming the community into a thriving and self-reliant village.
The plan is built around five key pillars: health and education; prosperous households; water, sanitation and environmental protection; safety and social cohesion; and accountable governance.

Serwanjja said his administration will rely on evidence-based decision-making, household-level transformation, transparency and strategic partnerships to deliver measurable results.
The plan is aligned with Uganda’s Parish Development Model (PDM), the Fourth National Development Plan (NDP IV) and the Sustainable Development Goals (SDGs).
“Honoured to serve. Sworn in as Chairperson, Bamutakudde Village. Let the work begin,” Serwanjja said.
Serwanjja won the Bamutakudde LC1 election in July after narrowly defeating NUP candidate Badru Ssozi Lule Kirwana by 106 votes to 105.
Since his election, he has already started pushing community development initiatives, including efforts to improve roads, water access and household incomes. His administration has also outlined plans for youth skilling, beekeeping and other income-generating activities.
Serwanjja now begins his five-year term serving residents of Bamutakudde, Ddundu Parish, Kyampisi Subcounty, Mukono North Constituency, combining his background in investigative journalism with grassroots leadership.

Yesterday I was officially sworn in as the duly elected Chairperson of Bamutakudde Village, Ddundu Parish, Kyampisi Subcounty, Mukono District, Mukono North Constituency.
I took the oath to defend the Constitution of the Republic of Uganda and to serve the people of Bamutakudde without fear or favour, so help me God.
What humbled me most was the community itself. A multitude of residents who escorted me from the subcounty headquarters back to the village with joy, songs and excitement. It was a powerful sign of trust and collective hope for the next five years.
In my first address, I shared our Bamutakudde Model Village Strategic Plan 2026-2031, our community-owned roadmap to transform Bamutakudde into a thriving, self-reliant Model Village.
Our vision is anchored on 5 pillars: healthy, educated people; prosperous households; water, sanitation and environment; safe and cohesive community; and accountable governance.
My commitment for the next five years is clear: evidence-based leadership, household-level transformation, transparency, and strategic partnerships that deliver measurable results.
The Plan is aligned to Uganda’s Parish Development Model (PDM), NDP IV and the SDGs.
I am grateful for the trust and I am ready for the work ahead.
