President Yoweri Museveni has appointed Haruna Kyeyune Kasolo as the Acting Minister of Foreign Affairs in a move aimed at keeping Uganda’s diplomatic engine running smoothly.
The appointment, made under Article 99(1) of the Constitution, comes at a time when the substantive nominee, Ambassador Adonia Ayebare, is still facing delays over vetting issues linked to questions surrounding dual citizenship status.
In the meantime, Kasolo, who has been serving as State Minister for Foreign Affairs in charge of Regional Cooperation, steps in to hold the fort as government handles the legal and parliamentary hurdles slowing down the full confirmation process.
Sources from Parliament indicate that Ayebare’s approval has been caught in scrutiny tied to strict requirements governing top public office holders, especially on matters of nationality and eligibility.

Ayebare, a seasoned diplomat currently serving as Uganda’s Permanent Representative to the United Nations, was earlier tapped by President Yoweri Museveni for the top Foreign Affairs role, but the process has since stalled as the Appointments Committee continues its review.
Following his acting appointment, Haruna Kyeyune Kasolo expressed gratitude, saying he is ready to serve with commitment and discipline.

The development has once again ignited debate around Uganda’s strict public service rules, especially those touching on dual citizenship and eligibility for high-level government positions.
For now, Kasolo takes charge of Uganda’s foreign policy direction in an acting capacity as government works through the legal bottlenecks surrounding the final appointment of Ambassador Adonia Ayebare.
