Veteran journalist Andrew Mwenda has reignited debate over Internal Affairs Minister Gen. Kahinda Otafiire’s human rights record, accusing him of involvement in a controversial land dispute in Munyonyo, Kampala.

Speaking on the Simply Legal podcast, Mwenda recounted a 2021 dispute involving an Indian businessman who allegedly owned nine acres of land in Munyonyo.

According to Mwenda, the businessman had previously sought Otafiire’s help to stop the late Christopher Obey from taking over the property. Mwenda claimed Otafiire intervened but later allegedly said he had purchased the same land from the businessman.

Mwenda further alleged that the businessman was arrested on Otafiire’s orders when the dispute resurfaced.

The journalist said he intervened by contacting Chief of Defence Forces Gen. Muhoozi Kainerugaba, Gen. Salim Saleh and President Yoweri Museveni in an attempt to resolve the matter. He claimed the eventual outcome favoured Otafiire.

The allegations have renewed debate over land ownership disputes involving powerful individuals and accusations of public office being used in private conflicts.

However, Mwenda’s account has not been independently verified, and the allegations do not by themselves establish wrongdoing by Otafiire.
