Two KCCA enforcement officers, Ismail Osena and Julius Mukisa, have been remanded to Luzira Prison following their appearance in court over allegations involving a first-year university student.
The case stems from an incident on September 22, when the student was reportedly stopped by the officers for walking through a prohibited greenbelt area.
According to the allegations before court, the officers demanded a bribe before the student was allegedly taken to a guesthouse. Osena is accused of raping the student and taking nude photographs of her.
Mukisa faces separate cyber harassment charges, with prosecutors alleging that he sent the student obscene WhatsApp messages and threatened to circulate the photographs.
Both officers were remanded until October 19 as investigations continue.
Osena did not enter a plea because rape is a capital offence, meaning the plea must be handled by a higher court.
The allegations against the two officers have not been proven in court.
UPDATE: Buganda Road Chief Magistrate’s Court has read charges against and remanded Ismail Osena, a KCCA enforcement officer, following allegations that he sexually assaulted a first year university student under the guise of law enforcement. According to the prosecution, the victim was initially intercepted by KCCA enforcers for walking on the city’s prohibited green grass. The officers allegedly demanded a bribe of Shs 100,000, which the student could not afford, alongside a punitive demand to fetch 50 jerrycans of water. Investigators state that under the pretext of escorting her to official detention offices, Osena and a colleague, identified as Julius Mukisa, instead diverted the victim to a guest house. There, Osena allegedly forced himself upon her without her consent. State prosecutors further allege that after the sexual assault, Osena used his mobile phone to take naked photographs of the traumatised victim.
