PLU Disciplinary Committee Chairperson Michael Mawanda Arrested and Detained For Corruption

The Criminal Investigations Department (CID) has formally arrested Igara County MP Michael Mawanda in connection with the alleged financial mismanagement of war loss compensation funds paid to cooperatives. Mawanda, who also serves as the Chairperson of the Disciplinary Committee for the Patriotic League Uganda (PLU), was detained following an intense interrogation session at CID headquarters in Kibuli.

On Wednesday, Mawanda, along with Elgon County MP Nyasio Mudimi Wamakuyu, appeared at CID headquarters to address allegations concerning their involvement in the misappropriation of compensation funds. While specific details of the interrogation remain undisclosed, it was confirmed that Mawanda was arrested around 6:30 PM. He was transported in a police van, accompanied by heavily-armed counter-terrorism personnel, to Nateete Police Station, where he is expected to spend the night in custody.

Mawanda’s arrest stems from his role in the West Mengo Growers Cooperative Society, which sought compensation for losses incurred by its members during Uganda’s past civil wars. The cooperative union initially engaged JM Musisi and Co. Advocates to claim over UGX 14 billion from the Ministry of Trade. However, Mawanda, despite not being a shareholder in the cooperative, redirected the SACCO to hire M/S Justin Mungoma and Co. Advocates to handle the claims.

The Ministry of Trade subsequently released UGX 2 billion to the SACCO through the law firm recommended by Mawanda. Notably, only UGX 50 million of these funds reached the intended beneficiaries. Muusa Bagala, the accountant for West Mengo Growers Cooperative Society, testified before a parliamentary committee chaired by Mwine Mpaka, revealing that upon learning about the compensation, he confronted Mawanda at his office in Parliament. Bagala recounted that Mawanda suggested giving a UGX 50 million “token” to the SACCO’s leaders, which was received from the law firm at KCB Bank in Kampala.
