The Office of the United Nations High Commissioner for Refugees (UNHCR) is seeking a qualified individual to join their team as a Senior Project Control Assistant. This role is critical in supporting project oversight, ensuring effective monitoring, and maintaining accountability across various operations. The position offers an opportunity to work closely with UNHCR’s programme management, providing essential support in areas such as financial and operational performance monitoring, risk management, and project closure.

Organizational Setting and Work Relationships:

The Senior Project Control Assistant will play a vital role in complementing programme management by formulating monitoring plans, performing quality assurance, and verifying project deliverables. Reporting to the Project Control Officer or equivalent management level, the incumbent will work independently on regular assignments without supervisory duties. The role requires maintaining effective partnerships and ensuring that all interactions align with the Principles of Partnership, the Code of Conduct, and other relevant documents.

Key Duties and Responsibilities:

  • Review and Monitoring: Contribute to the review of internal control systems for implementing partners and assist in monitoring that project agreements are established for each project.
  • Financial Verification: Prepare reports on project expenditure levels, track project progress, and verify the financial status of projects.
  • Risk Management: Assist in identifying and managing risks, ensuring that decision-making is risk-based and aligned with functional objectives.
  • Reporting and Compliance: Bring attention to significant variances in budget execution, project quality, and timelines. Recommend acceptance or non-acceptance of implementing partner reports and payment instalments.
  • Stakeholder Interaction: Maintain contact with implementing partners for project-related matters and escalate issues to supervisors as needed.
  • Administrative Support: Provide administrative coordination for project implementation, including liaising with various organizational units and external parties.
  • Documentation: Draft correspondence, prepare reports, update briefing notes, and maintain project-related documentation.
  • Other Duties: Perform other related duties as required.

Minimum Qualifications:

  • Education:
    • High School Diploma with at least 2 years of relevant experience.
    • OR a Bachelor’s degree or equivalent with at least 1 year of relevant experience.
  • Fields of Study: Not specifically required but preferred in Accounting, Auditing, Business Administration, Finance, or Project Management.
  • Experience:
    • Experience in accounting/finance, auditing, project management, business analysis, quality assurance, and/or risk management.
    • Proficiency in MS Office applications and excellent communication skills.

Desirable Qualifications:

  • Knowledge of United Nations financial rules and procedures.
  • Understanding of accrual accounting standards (e.g., IPSAS or IFRS).
  • Experience with ERP financial modules (e.g., PeopleSoft, Oracle, SAP).

Functional Skills Required:

  • Essential:
    • Financial auditing (FI-Financial auditing)
    • Computer literacy (IT-Computer Literacy)
    • ERP Financial Management (FI-ERP Financial Management)
    • Project Management (MG-Project Management)
    • Project Assurance (PM-Project Assurance)

Language Requirements:

  • English: Fluency required (oral and written).
  • Additional Languages: Knowledge of a UN working language and/or local language is an advantage.
