Summary:
The Officer Broadcasting Compliance will perform technical compliance assessments, including monitoring, investigation, inspection, and testing of broadcast infrastructure, services, and equipment to ensure adherence to the UCC Act and other regulatory requirements.
Primary Tasks and Responsibilities:
- Assess technical compliance of broadcasting installations and services according to relevant regulations and standards.
- Coordinate with regional offices and stakeholders for compliance measurements and inspections.
- Evaluate local channel numbering resources and market surveillance for broadcast infrastructure.
- Maintain accurate and accessible databases on local channel numbers and broadcast infrastructure.
- Develop and implement tools for regulating broadcasting infrastructure and services.
- Perform other duties as assigned by the line supervisor.
Key Performance Indicators:
- Timeliness and accuracy of technical assessments and audits.
- Effectiveness of market surveillance.
- Precision of information in compliance databases.
- Contribution to tool and system development.
Education and Professional Qualifications:
- Bachelor’s degree in Electrical/Telcommunications Engineering or related field.
- Membership with the Uganda Institute of Professional Engineers (UIPE).
Working Experience:
- Minimum of 2 years of relevant experience.
Skills, Knowledge, and Abilities:
- Technical knowledge of broadcasting engineering.
- Ability to perform technical assessments and inspections.
- Systematic analysis of technical information.
- Flexible and open to change in a fast-paced environment.
- Excellent communication skills and high ethical standards.

Summary:
The Officer Legal Compliance will undertake legal measures to ensure operators adhere to prevailing laws and regulations, including investigations, compliance monitoring, and legal support for court cases.
Primary Tasks and Responsibilities:
- Investigate cases of anti-regulatory conduct, including gathering evidence and liaising with enforcement teams.
- Create and manage action plans for audit discoveries and compliance violations.
- Implement a legal compliance monitoring program.
- Support legal processes and participate in court litigation of communications offences.
- Address complaints or accusations against licensed operators and provide legal advice on debt collection.
- Contribute to regulatory framework development and guidelines.
Education and Professional Qualifications:
- Bachelor’s degree in Laws.
- Post Graduate Diploma in Legal Practice from the Law Development Centre.
- Enrolled as an Advocate of the High Court of Uganda.
Working Experience:
- At least 2 years of relevant experience in a corporate setting.
- Experience in litigation and criminal prosecution is an advantage.
