Kampala Lord Mayor Eng. Ronald Nsubuga Balimwezo has bitterly stated that the Chief of Defence Forces Gen. Muhoozi Kainerugaba has no legal authority to direct the operations or financial management of the Kampala Capital City Authority (KCCA).
Speaking during an interview on NBS TV’s Morning Breeze, Balimwezo insisted that the administration of Kampala is governed by the KCCA Act, which clearly outlines the roles of the city’s political and technical leadership.
The Lord Mayor said the KCCA Act provides the legal framework for how the authority is managed and does not grant the military any role in the administration of the city or the management of its finances.
He stressed that all institutions and public officials should operate within the law while supporting efforts to improve service delivery for Kampala residents.
“The governance framework of KCCA clearly defines institutional roles and responsibilities. All stakeholders must operate within the law while supporting ongoing efforts to improve service delivery in the city,” Balimwezo said.
Balimwezo’s remarks follow reports that Gen. Muhoozi Kainerugaba had directed that funds allocated for road construction and rehabilitation in Kampala be managed through his office rather than KCCA.
The reported directive has sparked debate over the respective roles of civilian authorities and the military in managing public resources for the capital.
Neither KCCA nor the Ministry of Finance had publicly announced any formal changes to the existing legal framework governing the allocation and management of city funds at the time of publication.
Balimwezo explained that Kampala’s administration operates through two separate but complementary structures established under the KCCA Act.
