Veteran opposition politician Hon. Philip Wafula Oguttu has said that advisers to Chief of Defence Forces (CDF) Gen. Muhoozi Kainerugaba are not effectively guiding him, warning that the current trajectory of military involvement in civilian affairs could be contributing to political tension and a growing sense of uncertainty among professionals in Uganda.

Oguttu made the remarks during an appearance on Baba TV Uganda’s “Gangamuka” morning talk show, where he discussed the broader implications of civil–military relations in the country.

Oguttu Raises Concern Over CDF Advisory Team

The veteran politician argued that poor or ineffective advice within the CDF’s inner circle may be influencing recent public conduct and statements attributed to Gen. Muhoozi.

He said this situation risks deepening institutional friction at a time when Uganda is already navigating sensitive political and governance questions.

Oguttu, a long-time critic of the CDF, has previously raised concerns about military engagement in civilian matters and public commentary by serving military leaders.

Warning Over Professional Exodus

During the same interview, Oguttu warned that continued tensions between military structures and civilian governance could contribute to a “brain drain,” with some professionals reportedly considering leaving the country or seeking asylum abroad.

He linked these concerns to a broader climate of uncertainty surrounding high-profile political developments and security-related actions in recent years.

Debate Over Civil–Military Relations

Oguttu’s comments come amid ongoing national debate over the role of the military in civilian governance and public administration.

Critics of the current system argue that increasing military visibility in civilian affairs risks undermining institutional independence, while supporters maintain that security leadership plays a stabilizing role in national governance.
