Job Summary:
The MEAL Officer will be responsible for developing and managing the Monitoring, Evaluation, Accountability, and Learning (MEAL) systems for the “Uganda Comprehensive Refugee Health Program (RECOP)” funded by BPRM-USAID. This role involves overseeing data collection, analysis, reporting, and quality assurance, as well as capacity building within the team.
Key Responsibilities:
- Develop and manage project-based M&E systems.
- Conduct data collection, analysis, and reporting.
- Ensure data management and quality assurance.
- Provide training and capacity building in MEAL.
Qualifications:
- Advanced degree in social sciences, biostatistics, statistics, IT, or a relevant field.
- Postgraduate qualifications in Monitoring and Evaluation or project management are advantageous.
- Minimum of 3 years’ experience in MEAL, including experience with data management systems and tools (e.g., STATA, SPSS).
- Proficiency in MS Office and relevant M&E methodologies.
- Strong interpersonal and communication skills in English.

Key Responsibilities:
- Manage financial reporting and cash flow.
- Assist in year-end audit preparations.
- Support routine accounting tasks and financial documentation.
Qualifications:
- Bachelor’s degree in Accounting, Finance, Business, or a related field.
- Professional accounting qualification is desirable.
- Relevant experience in finance and accounting.
- Proficiency in accounting software and Microsoft Excel.
- Strong communication, analytical, and organizational skills.
