A leadership dispute at the Insurance Regulatory Authority (IRA) has forced Parliament’s Public Accounts Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) to halt its scrutiny of the regulator.
The committee, chaired by Hon. Muwadda Nkunyingi, was left unable to proceed with the examination of the Auditor General’s report after receiving both Acting CEO Dr. Protazio Sande and Dr. Ibrahim Kaddunabbi Lubega, who also presented himself as the authority’s CEO.
The conflicting claims have prompted COSASE to seek clarification on who is legally authorised to lead the institution.
The committee is now expected to summon the Permanent Secretary/Secretary to the Treasury, who is the substantive Chief Executive Officer of the IRA, to explain the leadership impasse.
Former IRA Board Chairperson Dr. Isaac Nkote Nabeta told the committee that a March 2026 board resolution rejected Kaddunabbi’s reappointment following an assessment of his performance.
The current Board Chairperson, Keto Kayemba, said the board maintained the decision and later recommended Dr. Sande for appointment after evaluating several heads of department.
COSASE has also demanded additional documents to establish the legal position of the competing claims.
Among the documents sought is a copy of the court injunction reportedly obtained by Kaddunabbi in relation to the leadership dispute.
The committee is expected to first obtain clarification from the Treasury leadership before resuming its examination of the Auditor General’s findings on the insurance regulator.
The dispute has raised fresh questions about governance at the IRA, with Parliament now seeking a clear determination of who has the legal mandate to steer the institution.
