Dean Saava Alleges Lukwago Benefited Financially During Mayoral Tenure

Investigative journalist and proprietor of TV10 – Gano Mazima, Dean Lubowa Saava, has alleged that former Kampala Lord Mayor Erias Lukwago financially benefited during his time in office.

Saava claimed that Lukwago received UGX 1 million daily from Nakasero Market, was paid UGX 25 million in connection with the relocation of truck drivers during the construction of Usafi Market, and allegedly favored Tanga buses over Pioneer buses.

According to Saava, Lukwago was deeply affected by his loss in the 2026 Kampala Lord Mayor election because Kampala had become a significant source of financial and political influence for him.

“Erias Lukwago used to get UGX 1 million daily from Nakasero Market, received UGX 25 million to chase away truck drivers for the construction of Usafi Market, and fought Pioneer buses after Tanga buses paid him,” Saava alleged while appearing on one of TV10’s Gano Mazima program.

Saava further argued that Lukwago’s frustration after leaving office was driven more by financial interests than political ideology.

Lukwago, who had served as Kampala Lord Mayor since 2011, lost the position to National Unity Platform (NUP) candidate Eng. Ronald Balimwezo in the 2026 election.

The allegations emerge shortly after Lukwago was arrested and charged with misprision of treason in connection with the case involving Dr. Kizza Besigye.

Some users have questioned the credibility of Saava’s claims, citing his previous defamation conviction, while others believe the allegations warrant further scrutiny. The debate highlights the continued political divisions surrounding opposition figures in Uganda, including Lukwago.

These allegations have been made by Dean Lubowa Saava and have not been independently verified, Lukwago has not publicly responded to the claims since he is still remanded
