Program Summary:
The SUSTAINED consortium, which includes Mercy Corps, CARE, and Oxfam, aims to enhance access to quality, clean energy for refugees and host communities in Uganda. This program will use a Market Systems Development approach to address barriers in both demand and supply, working with energy service companies, financial providers, and local communities.

General Position Summary:
The Senior MEL Officer will oversee data collection, analysis, and reporting for the SUSTAINED program. Key responsibilities include developing M&E systems, conducting assessments, and leading data analysis efforts. The role involves working closely with the Program Manager and field teams to ensure data quality and integration into programmatic decisions.

Essential Job Responsibilities:

  • Safeguarding: Implement safeguarding practices, support a safe working environment, and encourage communication of concerns.
  • Technical Responsibilities: Develop M&E tools, coordinate assessments, manage data collection, and analyze results to inform program improvements.
  • Capacity Building: Assess training needs, develop training materials, and build the capacity of team members and partners.
  • Database Management: Manage program databases, ensure data integrity, and troubleshoot issues.
  • Accountability: Ensure community feedback mechanisms are in place and that program activities follow Mercy Corps’ gender equality and Do No Harm standards.

Knowledge and Experience:

  • Bachelor’s degree in relevant field; post-graduate qualification preferred.
  • Minimum of 5 years’ experience in M&E, with expertise in data management and statistical software (Stata preferred).
  • Strong analytical skills, attention to detail, and experience in programmatic reporting.

Supervisory Responsibility: None
Reports Directly To: Program Manager
Works Directly With: Program Manager, PaQ Department, Finance, Operations, and P&C teams.

The Program Assistant will focus on community mobilization, implementation of program activities, and capacity building. Key tasks include organizing community trainings, collecting and validating data, and ensuring the integration of gender and youth principles.

Essential Job Responsibilities:

  • Safeguarding: Integrate safeguarding into work, promote openness, and respect team members.
  • Technical Responsibilities: Assist in planning and executing program activities, mobilize participants, and supervise community training.
  • Gender and Youth Integration: Apply gender equity principles in program activities.
  • Monitoring and Evaluation: Collect and validate data, troubleshoot M&E challenges, and document best practices.
  • Influence and Representation: Promote program visibility, maintain relationships with communities, and support coordination with partners and stakeholders.

Knowledge and Experience:

  • Certificate or Diploma in relevant field.
  • 1-2 years’ experience in community mobilization and capacity building.
  • Fluency in local languages and computer literacy; motorcycle riding skills preferred.

Supervisory Responsibility: None
Reports Directly To: Senior Program Officer
Works Directly With: Oxfam, CARE Staff, and all Program Team members.
