President Yoweri Museveni has praised Chief of Defence Forces Gen. Muhoozi Kainerugaba and other military commanders for their efforts to fight corruption and improve the welfare of Uganda People’s Defence Forces (UPDF) personnel.

Museveni made the remarks on Wednesday, October 21, 2026, while presiding over the graduation and commissioning of 280 officer cadets at the Uganda Military Academy in Kabamba. He congratulated the graduates on joining what he described as an honourable institution.

The ceremony saw 87 graduates complete the three-year Bachelor of Defence Studies programme, while another 187 professional cadets were commissioned. The cohort included 51 female officers from the UPDF, as well as military personnel from Rwanda, Kenya, Tanzania, India and the United Kingdom.

Addressing the newly commissioned officers, Museveni said a strong national defence system must be supported by a solid economy, technological advancement and a positive relationship between the military and civilians.

He urged the officers to protect people engaged in wealth creation across agriculture, manufacturing, services and information and communications technology (ICT), noting that economic productivity is central to national security. He also emphasised continuous military training and investment in science and technology to prepare the UPDF for emerging security challenges.

On community security, Museveni warned against livestock theft, petty crime and interference with citizens’ economic activities, particularly in rural areas. He reminded the officers that the military must maintain close ties with the population, likening the relationship to that of fish living in water.

Meanwhile, Gen. Muhoozi warned criminals involved in robberies, killings and sexual violence that security agencies would not tolerate attacks against Ugandans. He said that although the UPDF continues to participate in regional peace and stabilisation operations in the Democratic Republic of Congo, South Sudan and Somalia, violent crime within Uganda also requires urgent attention.

Muhoozi said some criminal networks had been using crude weapons and firearms to waylay residents, rob them and commit other violent offences. He added that security agencies operating under the joint inter-agency framework were coordinating intelligence and operations to address the threat.

The CDF reaffirmed the UPDF’s commitment to discipline, institutional loyalty and ideological education. He also pointed to improvements in soldiers’ welfare, including better salaries, upgraded accommodation, improved logistics and enhanced access to healthcare and education services.

The commissioning ceremony marked the beginning of new leadership responsibilities for the 280 officers as they prepare to serve in the UPDF.
