Leader of the Opposition Joel Ssenyonyi has called on Members of the 12th Parliament to uphold accountability without fear or favour, saying public resources must always be managed in the best interests of Ugandans.
Speaking during the induction seminar for newly elected MPs at Speke Resort Munyonyo, Ssenyonyi urged legislators to treat oversight as a constitutional duty rather than a political tool used selectively.
He emphasized that accountability should be applied equally, regardless of who occupies public office or which political party is in power.
According to Ssenyonyi, government funds belong to the people of Uganda, and Parliament has a responsibility to ensure every shilling approved through the national budget is properly accounted for.
“Let us defend the principle of accountability with equal determination, irrespective of who occupies public office. Public resources belong neither to government nor to Parliament. They belong to the people of Uganda,” Ssenyonyi said.

He added that every appropriation passed by Parliament carries a solemn obligation to ensure that public money is spent for its intended purpose and that leaders remain answerable to citizens.
Ssenyonyi further argued that the responsibility of oversight should remain constant, regardless of changing political circumstances, noting that accountability should never become a partisan issue.
He described accountability as the foundation of public confidence in government institutions, saying citizens judge their leaders by how transparently public resources are managed.
