UCC Launches Nationwide Crackdown on Unlicensed Public Wi-Fi Operators in the Country, Claim cybersecurity risks

The Uganda Communications Commission says illegal internet service providers pose cybersecurity risks and must obtain licences or stop operations.

The Uganda Communications Commission (UCC) has launched a nationwide crackdown on individuals and businesses operating public Wi-Fi and internet services without the required licences.

In a statement issued on July 8, 2026, UCC Executive Director Nyombi Thembo said the enforcement exercise is being conducted in partnership with licensed Internet Service Providers (ISPs), telecommunications companies, and other government agencies.

According to the regulator, investigations revealed that several unlicensed operators had installed telecommunications equipment to provide unauthorized public Wi-Fi hotspot services.

UCC warned that such illegal networks expose users to potential cybersecurity threats and data privacy violations while also affecting the reliability and security of Uganda’s communications infrastructure.

The Commission has directed all operators providing public internet services without approval to immediately obtain the necessary licences or discontinue their operations.

The enforcement campaign is expected to continue across the country until all unlicensed operators comply with regulatory requirements.

UCC has also advised members of the public to access internet services only from licensed providers and authorized agents to ensure safer, more reliable, and accountable connectivity.

The regulator emphasized that licensing helps protect users, promotes responsible internet service provision, and strengthens Uganda’s digital communication ecosystem.
