CID Clears Transport Commissioner Winstone Katushabe of UGx 20 Billion in Abuse of Office Case

The Criminal Investigations Directorate (CID) has cleared Winstone Katushabe, the Commissioner for Transport Regulation and Safety at the Ministry of Works and Transport, of allegations of abuse of office and embezzlement of government procurement processes.

The investigation followed a whistleblower complaint filed in 2023 that questioned several high-value government projects implemented between 2018 and 2022.

Investigation Reviewed Multi-Billion-Shilling Projects

The complaint raised concerns over a UGX 3.59 billion digital archiving project and approximately UGX 22.67 billion in consultancy contracts.

The allegations claimed that some projects involved inflated costs, procurement irregularities, and staffing concerns.

CID Finds Procurement Was Lawful

According to CID’s findings released in May 2026, all procurement processes under investigation were lawfully planned, adequately funded, and subjected to competitive bidding where required under Uganda’s public procurement laws.

Investigators concluded that the projects complied with the applicable regulations throughout their implementation.

No Financial Loss Established

The CID report further found that the government did not suffer any financial loss from the projects under review.

As a result, investigators dismissed the allegations of abuse of office and embezzlement that had been made against Katushabe.
