CDF Muhoozi Warns Minister Kahinda Otafiire of Possible Arrest

A growing rift within Uganda’s political and security establishment has spilled into the public domain after Chief of Defence Forces (CDF) Gen. Muhoozi Kainerugaba warned that senior cabinet minister and retired Maj. Gen. Kahinda Otafiire could face arrest over controversial remarks directed at influential figures within the country’s security sector.

Otafiire, a retired major general, veteran of the NRM bush war, and former Minister of Internal Affairs who was recently reassigned to the Ministry of Water and Environment, is at the center of the dispute.

During his handover ceremony, Otafiire described his leadership style as that of a stealthy leopard before launching a sharp criticism of what he termed “rogue officers” within the Police Crime Intelligence Directorate.

He accused elements within the unit of involvement in extrajudicial killings and abuse of power, remarks that immediately triggered widespread political debate.

The statements drew a swift response from Gen. Muhoozi, who suggested that Otafiire’s comments had angered influential individuals within the security establishment. He further warned that the veteran minister could face serious consequences, including possible arrest.

Muhoozi’s remarks have deepened concerns over rising tensions among some of Uganda’s most powerful political and military figures, fueling speculation about growing divisions within the ruling establishment.

Observers note that the latest exchange is part of a long-running rivalry between Muhoozi and Otafiire. The two have previously clashed on issues relating to Uganda’s political future and debates surrounding presidential succession.

The controversy has also renewed scrutiny of the Crime Intelligence Directorate, whose leadership is widely viewed by political analysts as being closely aligned with Muhoozi and his allies within the security structure.

Political analysts argue that the public confrontation reflects broader fractures within Uganda’s governing elite, as disagreements that were once handled privately increasingly play out in public view.

As the exchange of words escalates, attention is now focused on whether the dispute will remain rhetorical or develop into a deeper power struggle involving key figures in Uganda’s political and security establishment.

For now, the standoff has added a new layer of tension to Uganda’s already complex political landscape, with observers closely watching for the next development
