The Chairperson of the National Consultative Forum, Hon. Godfrey Kiwanda Suubi, has called on members of the 12th Parliament to embrace a strong and constructive opposition, describing it as a vital component of Uganda’s democratic system.

Speaking during the MPs’ induction programme at Speke Resort Munyonyo, Kiwanda emphasized that a functional democracy depends on both government and opposition working within their roles to ensure accountability and transparency.

Kiwanda noted that even within government, there are issues that are best raised and scrutinized by the opposition to maintain balance in governance.

“Sometimes, even when you are in government, there are questions you deliberately leave for the opposition to ask,” he said, underscoring the importance of checks and balances in Parliament.

He urged legislators to avoid weakening dissenting voices, arguing that a strong opposition ultimately strengthens national decision-making processes.

Kiwanda also appealed to government to increase funding for the National Consultative Forum, saying the current allocation of Shs400 million is inadequate for its mandate.

He explained that the Forum is responsible for coordinating and supporting activities of Uganda’s 27 registered political parties, a task he said requires more resources to be effective.
