The Ministry of Local Government has signed contracts for the rehabilitation of 139 kilometres of district and community access roads under the Rural Development for Food Security in Northern Uganda (RUDSEC) Project.

The contracts were signed by the Ministry’s Permanent Secretary, Ben Kumumanya, paving the way for construction works to begin next week following the official handover of project sites.

The road rehabilitation programme will improve accessibility, connectivity, and mobility in the districts of Lamwo, Agago, Pader, Dokolo, Lira, Oyam, Serere, Soroti, and Kaberamaido, with government saying the investment is intended to strengthen service delivery while supporting agricultural production and market access.

Speaking during the contract signing ceremony at the Ministry of Local Government headquarters in Kampala on Wednesday, July 8, 2026, Kumumanya described road infrastructure as a key driver of Uganda’s socio-economic transformation.

“Industrialization is central to Uganda’s journey towards middle-income status. That transformation begins with motorability and accessibility through roads, which facilitate trade, service delivery and other development activities,” he said.

The rehabilitation works will cover several key roads, including:

  • Agago–Kalongo–Lomoi Road (Section A) – 15km
  • Agago–Kalongo–Lomoi Road (Section B) – 14.9km
  • Lamwo–Corner Ogwec–Tenten Road – 21.6km
  • Puranga–Ogonyo–Achola Stream Road in Pader – 18km
  • Agweng–Barlonyo and Akano–Lwala roads in Lira – 16.3km
  • Alwimac–Awiri–Asalim Road in Dokolo – 12.7km
  • Ochero–Bugoi Road in Kaberamaido – 12.8km
  • Atirir–Orungo Border Road in Soroti – 13.5km
  • Serere Upper Shops–Akoboi and Kamod–Otimong–Akobi roads in Serere – 14.9km

According to the ministry, the RUDSEC Project goes beyond rehabilitating roads. It is designed to strengthen decentralisation, improve local service delivery, promote economic development, and enhance the livelihoods of rural communities by making it easier for farmers to access markets and essential services.

Kumumanya urged contractors to deliver quality work with integrity, professionalism, and transparency. He also called on them to work closely with district local governments, prioritize local communities for employment opportunities, and ensure environmental protection throughout the implementation of the project.

The RUDSEC Project is being implemented by the Ministry of Local Government with funding from the Government of Uganda and the German Government through KfW Development Bank. The initiative seeks to improve food security and increase agricultural incomes by investing in rural infrastructure and expanding market access for smallholder farmers.
