Victoria University Vice Chancellor Prof. Lawrence Muganga has called on the Ugandan government to consider introducing a “one-child-one-gadget” policy that would provide every school-going child with a laptop or tablet.

Speaking during an appearance on UBC’s GMUExtra programme, Prof. Muganga said giving learners access to digital devices would significantly transform Uganda’s education system and prepare young people for future opportunities in technology-driven industries.

He argued that Uganda’s youthful population is one of the country’s biggest strengths, but only if learners are equipped with the digital skills needed to compete in an era shaped by artificial intelligence and innovation.

“My request to the government is to consider a proposal that would place a laptop or tablet in the hands of every school-going child in the country. This is one policy that has the potential to transform Uganda’s human capital,” Muganga said.

The education expert believes that investing in digital learning tools would help students develop skills needed for AI-powered careers, improve innovation, and contribute to Uganda’s long-term economic growth.

Prof. Muganga has continued to advocate for technology-driven education, saying digital access should no longer be viewed as a luxury but as a necessity for preparing the next generation.

His proposals come as Uganda continues efforts to expand digital learning and integrate technology into the education sector.
