Drama unfolded in Parliament on Wednesday after the COSASE committee resolved to summon businessman Hassan Basajjabalaba in person over a disputed Shs140 billion Bank of Uganda guarantee.
The decision was reached on September 16, 2026, after Basajjabalaba failed to appear before the Committee on Public Accounts – Commissions, Statutory Authorities and State Enterprises (COSASE) to respond to questions surrounding the long-running financial matter.
Basajjabalaba’s lawyers had asked the committee to give their client additional time to prepare before appearing.
His lawyer, Calvin Ojambo of Magna Advocates, made the request during the proceedings, but the committee instead resolved that Basajjabalaba should personally appear before lawmakers.
Committee Chairperson Hon. Muwada Nkunyingi said the probe will examine the circumstances surrounding the Shs140 billion guarantee issued by Bank of Uganda in 2017.
The investigation will also look into the roles played by Basajjabalaba’s Haba Group, Bank of Uganda and any other parties that may emerge during the inquiry.
Basajjabalaba is expected to personally respond to questions concerning the financial arrangement and the recovery of the Shs140 billion that was guaranteed by the central bank nearly a decade ago.
The committee’s decision now sets the stage for Basajjabalaba’s appearance before Parliament as lawmakers continue seeking answers over the controversial financial arrangement.
