Ugandan lawyers and human rights activists are demanding the immediate release or court production of Mathew Bagonza, the head of the secretariat at the Presidential Advisory Committee on Exports and Industrial Development (PACEID), who has reportedly been in detention since August 25, 2026.

Bagonza was reportedly picked up from his home in Entebbe and has not publicly been charged or produced before court, with his current whereabouts and condition remaining unclear.

His reported detention comes amid the growing controversy surrounding PACEID after Chief of Defence Forces Gen. Muhoozi Kainerugaba branded the committee an illegal organisation and accused some of its officials of corruption.

The controversy intensified after Muhoozi shared a photo of Bagonza on social media with the caption, “We have this one. Learning Kiswahili.”

Bagonza is also known as a close aide to PACEID chairman Odrek Rwabwogo, who has called for his release and urged authorities to follow due process.

The lawyers and activists want the Uganda Human Rights Commission to establish Bagonza’s whereabouts and verify his condition, while demanding that any allegations against him be handled through the law.

They argue that continued detention without charges or court appearance raises serious concerns over constitutional rights to personal liberty and due process.
