President Yoweri Museveni has responded to veteran journalist Andrew Mwenda over the controversy surrounding Stephen Nuwagaba, accusing the journalist of diverting attention from what he considers more serious issues, including corruption and alleged abuses within Uganda’s security agencies.
In a lengthy statement shared on his X account on Monday, Museveni defended Nuwagaba and said the young man came under his protection after allegedly suffering torture, severe injuries and trauma at the hands of individuals linked to security agencies.
According to the President, Nuwagaba spent months receiving treatment both in Uganda and abroad after his condition reportedly became critical.
Museveni added that some of the individuals allegedly responsible for the torture are already facing court proceedings.
The President strongly condemned torture, saying it contradicts the principles for which the National Resistance Movement (NRM) fought during Uganda’s liberation struggle.
“We did not sacrifice our lives to replace one form of oppression with another,” Museveni said.
He referred to the killings during the regime of former President Idi Amin and the Luwero Bush War, arguing that the NRM’s struggle was intended to end such forms of abuse.
Museveni said torture, extrajudicial killings and other forms of mistreatment are unacceptable and contrary to the values of the NRM and the UPDF.
Museveni questioned why Mwenda had focused on Nuwagaba instead of examining the circumstances surrounding the alleged torture.
He also claimed that Nuwagaba’s family had faced intimidation, alleging that his mother was assaulted while his father, whom he described as an NRM supporter and LC1 chairperson, received threats.

The President said investigations into the allegations are ongoing and suggested that attempts to discredit Nuwagaba could potentially divert attention from alleged wrongdoing by security personnel.
Museveni concluded by arguing that attention should focus on corruption, impunity and criminality rather than targeting Nuwagaba, whom he described as a traumatised and injured young man.
The President’s intervention adds a new dimension to the controversy involving Nuwagaba and Mwenda, which has attracted considerable public debate.
The allegations surrounding Nuwagaba’s treatment and the conduct of security personnel remain subject to investigation and court proceedings, and the claims have not been conclusively determined by a court.
