Ministry of Health has clarified why opposition MPs led by Leader of Opposition Joel Ssenyonyi were reportedly blocked from accessing the Lubowa International Specialised Hospital construction site.
According to Emmanuel Ainebyoona, a Senior Communications Officer at the Ministry of Health, the lawmakers were not denied access because the Health Minister had rejected their planned visit.
In a post shared on his official X account, Ainebyoona explained that clearance from the minister had not been transmitted to the contractors in time, leaving the parliamentary team unable to enter the site.
He also shared photographs from a subsequent visit to the project alongside the ministry’s Owner’s Engineer.
The images showed ongoing construction activities, including a large multi-storey structure, cranes, scaffolding and workers operating across the site, which had extensive red earth surrounding the buildings.
The clarification follows controversy over the MPs’ attempted visit to the hospital project, which has faced sustained public and parliamentary scrutiny over its cost, construction delays and progress.
The Lubowa International Specialised Hospital is a major government-backed referral facility, with its projected cost reportedly exceeding Shs1 trillion.
The project has previously been at the centre of disagreements concerning access by parliamentary oversight teams seeking to assess its implementation.
With construction still underway, questions surrounding the hospital’s cost, completion timeline, delays and accountability are expected to remain matters of public interest.
