Former Kampala Central MP and lawyer Hon. Muhammad Nsereko has sparked fresh debate after alleging that former Speaker of Parliament Anita Among is battling a serious health condition that has left her unable to walk.

According to Nsereko, Among is reportedly suffering from blood clots in her legs, causing severe swelling and requiring urgent specialized medical treatment.

The claims surfaced alongside reports of a WhatsApp discussion involving Northern Uganda leaders and supporters of the former Speaker. Participants in the conversation allegedly expressed concern over her deteriorating health and called for efforts to secure medical treatment abroad.

According to the reported discussions, any arrangement for overseas treatment would require the approval of President Yoweri Museveni and Gen. Muhoozi Kainerugaba.
Neither Among nor government officials had publicly responded to the claims by the time of publication.

The reports come amid growing questions about Among’s whereabouts after she was noticeably absent from the inaugural sitting of Uganda’s 12th Parliament at Kololo Ceremonial Grounds on Monday.

During the roll call before voting for Speaker and Deputy Speaker, Among’s name was read twice by the Clerk to Parliament, drawing attention to her absence from the historic session that ushered in new parliamentary leadership.

Chief Justice Flavian Zeija, who presided over the election, announced that 519 MPs participated in the voting process that resulted in the election of Jacob Marksons Oboth-Oboth as Speaker. The 12th Parliament comprises 529 legislators, leaving about 10 MPs absent from the sitting.

Among, who also serves as the NRM’s Second National Vice Chairperson (Female), has missed several recent party activities. She was absent from the NRM Central Executive Committee meeting held at State House Entebbe and chaired by President Museveni.

Speaking to journalists during the nomination process for Speaker and Deputy Speaker, NRM Electoral Commission Chairperson Tanga Odoi confirmed that Among had formally notified party leadership of her illness.

“She wrote to the party chairperson, indicating that she was sick and sent her apologies,” Odoi said.

Among also missed the NRM parliamentary caucus meeting that endorsed Oboth-Oboth as the party’s candidate for Speaker.

Her absence comes amid heightened political scrutiny and ongoing investigations linked to her tenure as Speaker, developments that ultimately led to her withdrawal from the race to retain the position.

Although Among was returned unopposed as Bukedea District Woman MP and has already taken both the oath of allegiance and parliamentary oath, her public appearances have become increasingly rare in recent weeks following security operations, investigations, raids on some of her properties, and the seizure of several vehicles.

Alice Alaso, Acting National Coordinator of the Alliance for National Transformation (ANT) and a longtime friend of Among, revealed that the former Speaker is currently staying at one of her residences in Kampala under heavy security deployment.

“I visited her at the beginning of the investigations, and we discussed her health,” Alaso said. “I returned over the weekend, but I was unable to see her because she was sleeping. I did not want to disturb her because I know she has not been sleeping well lately.”

A legislator from the Teso sub-region, who requested anonymity, also described a heavy security presence at Among’s residence.

“When you approach the home, you see police officers on guard, but once you enter the gate, there are several soldiers stationed inside,” the MP claimed.

According to the legislator, security personnel are deployed throughout the property, including around private sections of the residence. Alaso similarly said security officers are visible around nearby buildings overlooking the residence and appear to monitor vehicles entering and leaving the area.

Under parliamentary rules, an MP can only lose their seat after missing 15 consecutive sittings without written permission from the Speaker during a continuous parliamentary session.

Among rose to the office of Speaker in 2022 following the death of Jacob Oulanyah, having previously served as Deputy Speaker in the 11th Parliament.
