Parliament Summons KCCA Officials Over Kampala’s Recurring Flooding Crisis

Frustration over Kampala’s recurring flooding has once again reached Parliament, with legislators demanding urgent answers from the Kampala Capital City Authority (KCCA) on measures being taken to address the city’s long-standing drainage crisis.

The Parliamentary Committee on Physical Infrastructure summoned KCCA officials to explain why residents continue to face flooding whenever heavy rains hit the capital.

MPs Demand Answers From KCCA

The committee, chaired by Hon. Mwine Mpaka, directed KCCA Executive Director Sharifah Buzeki to provide a detailed account of the authority’s plans to tackle flooding across Kampala.

MPs also raised concerns about solid waste management, noting that poor disposal of garbage often results in drainage channels becoming blocked, worsening the impact of heavy rains.

Buzeki appeared before the committee alongside Minister for Kampala Hon. Minsa Kabanda, where they responded to questions regarding the implementation of Kampala’s drainage master plan and progress on existing interventions.

‘How Long Will Kampala Keep Flooding?’

Committee members questioned whether the measures currently being implemented are sufficient to deal with the city’s persistent flooding problem.

Heavy rains have repeatedly left homes and businesses flooded, damaged roads and disrupted transport, while some residents have been forced to navigate flooded streets and drainage channels.

The committee has now directed KCCA to return with a comprehensive report detailing the specific interventions being undertaken, implementation timelines and proposed long-term solutions.

The report is also expected to address improvements in solid waste management, which MPs consider critical to keeping drainage systems functional.

Residents Want More Than Promises

With Kampala continuing to experience heavy rains, residents are hoping that the latest parliamentary intervention will translate into practical solutions rather than another round of promises.

For many city dwellers, the demand is simple: functioning drainage systems, better waste management and a lasting solution to the flooding that has become a recurring nightmare whenever it rains.
