President Yoweri Museveni has commissioned newly constructed accommodation facilities for officers of the Special Forces Command (SFC) at Nakasero in Kampala, as the government continues efforts to improve military welfare and operational readiness.
The commissioning took place on Wednesday, September 16, 2026, with the two dormitory blocks providing accommodation for 518 personnel. The project began in 2023 and was completed in 2025, according to State House Comptroller Jane Barekye.
Speaking during the ceremony, Museveni reflected on the early days of the National Resistance Army (NRA), recalling how the force began its armed struggle with only 27 guns against an army of approximately 60,000 soldiers.
The President said the experience influenced the NRA’s approach to building an effective fighting force, emphasizing the importance of weapons and training alongside the gradual improvement of soldiers’ welfare.
“That is why we did not make the mistake of the old armies of Amin and Obote. They started with remuneration, paying soldiers very well and building barracks for them. What a soldier needs, apart from food and some clothes, is weapons and training. Even if that is all you have, you can still fight,” Museveni said.
Museveni also stressed the importance of housing soldiers and commanders in organised facilities, describing accommodation as both a welfare concern and a matter with operational significance. He credited Chief of Defence Forces Gen. Muhoozi Kainerugaba with supporting efforts to direct resources towards military infrastructure.
SFC Commander Maj. Gen. Asaph Mweteise Nyakikuru described the commissioning as an important milestone for the unit, saying improved accommodation would contribute to personnel welfare, morale and professional development.
He also highlighted investments in technology, command centres, situational awareness and decision-making systems within the SFC.
The project’s technical adviser, Prof. John Stanley Ralph Senfuma, said the facilities were constructed entirely using Ugandan labour and emphasized the importance of regular maintenance to preserve the buildings.
