Uganda Nominates Olara Otunnu For United Nations Secretary-General Position

The Ugandan government has officially nominated veteran diplomat and former opposition presidential candidate Olara Otunnu for the position of United Nations Secretary-General, in a move that has attracted widespread attention.

Uganda submitted Otunnu’s nomination through its Permanent Mission to the United Nations on July 24, 2026, with the nomination documents later circulated to all 193 UN member states.

In a joint communication, UN General Assembly President Annalena Baerbock and UN Security Council President Zenon Ngay Mukongo confirmed that Uganda had presented Otunnu as its official candidate for the top UN job.

“The Republic of Uganda has presented the nomination of Mr. Olara Otunnu as candidate for the position of Secretary-General,” the letter stated.

The UN leadership said Uganda’s official communication and supporting documents had been shared with member states as part of the ongoing selection process.

At 75, Olara Otunnu is among Uganda’s most experienced diplomats, having served as Uganda’s Permanent Representative to the United Nations in the 1980s.

He is credited with introducing the straw balloting system, a method that continues to be used during the selection process for UN Secretary-General candidates.

Otunnu later served as UN Under-Secretary-General and Special Representative for Children and Armed Conflict from 1998 to 2005, where he gained international recognition for advocating for children affected by conflict.

Beyond his diplomatic career, Otunnu became a prominent opposition figure in Uganda and contested against President Yoweri Museveni in the 2011 presidential election.

The government’s decision to support his nomination has therefore drawn attention due to his political history and the significance of the UN position.
