Fresh allegations have placed Jinja South Division East MP and Chief Opposition Whip Paul Mwiru at the centre of a new land controversy after a Uganda Railways Corporation (URC) report reportedly linked a company associated with him to disputed railway land in Jinja.
The allegations are contained in a July 2026 URC report submitted to Parliament, which lists Mwiru Holdings SMC Ltd among entities allegedly holding an illegal freehold title over Plot 16, Jinja (HJA 98/21).
According to the report, the disputed title was issued by the Jinja District Land Board despite URC maintaining that the land belongs to the corporation.
The controversy comes as URC prepares for a public hearing scheduled for August 4, 2026, where the corporation is expected to pursue the cancellation of titles it considers irregular or unlawfully issued.
The hearing could become a major flashpoint as URC seeks to recover land it says was allocated or titled to private entities despite its ownership interests.
The process is expected to attract significant public and political attention, particularly given Mwiru’s position as a senior opposition figure and Chief Opposition Whip in Parliament.
Reports have also suggested that efforts to reclaim the disputed land could face political resistance, although the extent of any such resistance remains unclear.
Despite the allegations contained in the URC report, Paul Mwiru has not publicly responded to the claims linking Mwiru Holdings SMC Ltd to the disputed property.
It also remains unclear what his response will be regarding the circumstances under which the title was obtained or whether he disputes URC’s claim that the land belongs to the corporation.
The matter is now likely to come under greater scrutiny as the August 4 public hearing approaches.
For now, the allegations remain claims contained in the URC report, and any determination regarding the validity of the disputed title will depend on the relevant legal and administrative proceedings.
