URA Tasked to Raise Over Shs40 Trillion to Fund Shs69.4 Trillion 2026/27 National Budget

The Uganda Revenue Authority (URA) has been assigned the responsibility of collecting more than Shs40 trillion to help finance the proposed Shs69.399 trillion national budget for the 2026/27 financial year.

Details of the financing plan are contained in the National Budget Framework Paper for FY2026/27, which was presented to Parliament during the plenary sitting held on December 16, 2025.

While tabling the document, the Minister of State for Finance, Henry Musasizi, outlined how government intends to fund the ambitious budget, noting that domestic revenue collections by URA will form the largest share. The remaining funds are expected to be secured through borrowing.

According to the framework paper, the revenue targets reflect government’s push to strengthen domestic resource mobilisation as it seeks to reduce reliance on external financing, even as public expenditure continues to rise.

The proposed budget signals a significant increase in spending ahead of the 2026 general elections, with government prioritising key sectors expected to drive economic growth and service delivery.

Parliament is expected to scrutinise the framework paper in the coming weeks before debate and approval of the final budget estimates.
